But technically the Yugoslavian Communist Party was part of Cominform, dominated by the CPSU and the Yugoslav party led by Tito had, post-war, grabbed power in their country. Commentators in 1946 and 1947 would have been surprised to hear Yugoslavia described as "non-aligned". It was very much aligned with the Soviet Union. <br /><br />So it's not a clever thing to say.
